تحلیل گفتمان نظام برنامهریزی و تصمیمسازی طرحهای توسعه شهری با تاکید بر نقش طبقه خلاق در شهرهای چندفرهنگی (مطالعه موردی: شهر شهرکرد)

هدف این پژوهش، تحلیل گفتمان نظام برنامهریزی و تصمیمسازی طرحهای توسعه شهری با تأکید بر نقش طبقه خلاق در شهرهای چندفرهنگی و تبیین چگونگی تأثیر مؤلفههای خلاقیت، تنوع فرهنگی و حکمروایی شهری بر توسعه خلاق شهر شهرکرد بود. این پژوهش با رویکرد آمیخته اکتشافی و با استفاده از روش کیفی و کمی انجام شد. در بخش کیفی، دادهها از طریق مصاحبههای نیمهساختاریافته با 12 نفر از برنامهریزان، تصمیمسازان، کارشناسان شهری و نیز 12 نفر از مدیران و تصمیمگیران اجرایی شهرکرد گردآوری شد. نمونهگیری بهصورت هدفمند و گلولهبرفی انجام گرفت و تحلیل دادهها با نرمافزار ATLAS.ti صورت پذیرفت. در ادامه، مدل مفهومی استخراجشده از مرحله کیفی، در بخش کمی با استفاده از تحلیل عاملی تأییدی (CFA) و مدلیابی معادلات ساختاری (SEM) اعتبارسنجی شد. جامعه آماری بخش کمی شامل کارکنان دستگاههای اجرایی مرتبط با امور شهری شهرکرد بود که بر اساس جدول مورگان، 364 نفر بهعنوان نمونه انتخاب شدند. برای تحلیل دادهها از نرمافزارهای SPSS و AMOS استفاده شد و شاخصهای روایی و پایایی مدل مورد ارزیابی قرار گرفتند. یافتههای پژوهش نشان داد که گفتمان نظام تصمیمسازی در شهرکرد بر مؤلفههایی مانند پشتیبانی علمی، صلاحیت حرفهای مشاوران، کیفیت تهیه طرحها و شاخصهای سهگانه طبقه خلاق شامل تکنولوژی، استعداد انسانی و بردباری فرهنگی استوار است، در حالی که گفتمان تصمیمگیری و اجرا بیشتر بر سازوکارهای حکمروایی، نظارت، شفافیت، مشارکت اجتماعی و کیفیت اجرای طرحها تأکید دارد. نتایج تحلیل عاملی تأییدی نشان داد تمامی سازهها از روایی و پایایی مطلوب برخوردارند و شاخصهای برازش مدل نیز مناسب گزارش شد (CFI=0.93، RMSEA=0.059، KMO=0.782). نتایج مدلیابی معادلات ساختاری نشان داد که کیفیت نظام تصمیمسازی، استعداد انسانی خلاق و بردباری فرهنگی اثر مستقیم و معناداری بر نظام تصمیمگیری و اجرای طرحهای توسعه شهری دارند و این سازه به همراه تکنولوژی و مشارکت اجتماعی، توسعه خلاق شهری را تبیین میکند. همچنین نتایج نشان داد که شکاف میان نظام تصمیمسازی و نظام تصمیمگیری اجرایی، یکی از مهمترین موانع تحقق توسعه خلاق شهری در شهرکرد محسوب میشود. نتایج پژوهش نشان داد که تحقق توسعه شهری خلاق در شهرهای چندفرهنگی مستلزم بازنگری در گفتمانهای مسلط بر نظام برنامهریزی و تصمیمگیری شهری و تقویت پیوند میان تصمیمسازی تخصصی و اجرای مشارکتی است.
